everything you need to know, but probably don't want to hear, is here:
The short version, you cannot get a license on a tourist visa. No license means no insurance. no insurance means no-one but you will pay your hospital bills and/or your repatriation back home for rehabilitation after the accident.
Motorcycle accidents are common, and often causing serious injury.
Sorry to spoil the fun, but "no, it is not safe".
yea, I know, it's a bummer.

I finished two motorbike tours in October, both as a passenger. Why? Simply put, even the most knowledgeable rider from another country is unlikely ready to tackle the roadways, let alone anywhere off the beaten track, of a country that does not have signage in the language of the foreign visitor. In addition, driving in Vietnam is very different than, for example, in Canada. I do not recommend driving a motorbike solo - following a guide does work, but only as an experienced rider.
We came across one accident that had foreign riders, many near misses and heard about one woman who was killed before even leaving Saigon simply because she did not realize she was in a truck lane - or so it was assumed. 3 months ago
There are a lot of places for you to rent a motorbike in Vietnam. It's not easy to drive a motorbike in Vietnam, especially crowded places such as Hanoi and Ho Chi Minh City. You just rent a motorbike if you are very good at controlling a motorbike. 2 months ago
