You can now obtain visa on arrival if arriving at Hanoi or Ho Chi Minh airports only.
The application can be processed "on-line" and then they send you an official letter that you need to carry to show the airlines. On arrival in Ho Chi Minh or Hanoi produce this letter with completed application form 2 photographs and US$25. If you need any help I can give you names of a couple of agents who can help. Citizens of countries in middle east is quite difficult to get visa to Vietnam.

If you need a 3 month visa , they are no longer available as pre approved visa on arrival (July 2012) getting one via Vietnamese embassy in Canberra, very straightforward and fast. Downloaded form , sent via cexpress post on Monday had back by Wednesday.
Not so handy if you are overseas already, I am never really comfortable posting my passport somewhere when traveling!
