It's going to be hot anywhere in Vietnam in August. Dishes to try can even vary greatly on which region in Vietnam you are in.
Here are some that you may find regardless of where I'm Vietnam you are:
Bun Bo - beef noodle soup
Bun cha ca - noodles with fried fish balls
Banh Xeo - rice floor pancakes (savory) usually has pork and bean sprouts.

I really liked the Mango Rooms in Hoi An - chef / owner super interesting and integrated his Vietnamese background with his international experience.
A bike ride to the beach is nice. Check out the market (go early in the am).
In Ha Noi (and Ha Long Bay) be careful of scams. Trust your gut - if something doesn't seem right, speak up about right away.

There are so many special and traditional foods you should try in Hanoi as your friends mentioned above.
If you afraid that you wont have enough time to try all of the special food here, I suggest you should take a city tour or food tour so you wont miss any good place/ food. Last time I came to Ha Noi, I also took a tour. I am very satisfied with it, actually it's quite cheap, just from 8US and I didnt need to use taxi, since the tourguide come directly to my hotel and drive me by his motobike, so interesting ^^
