If you are arriving by air you need to arrange the visa before you enter. There is a government run website for the visa you fill out some papers than print a form to bring with you to customs. If you are traveling overland you can get Visas quite easily through services in the neighboring countries. I got mine in Laos and it only took a few days.

Visa on arrival is convenience. Save time and cost. However, you need to land at Ho Chi Minh airport, Hanoi airport and Da Nang airport. Price: 20 usd/ 1 pax and pay stamp fee 25$ at immigration gate
