One of the best places to do kite surf (and windsurf) is at El Yaque Beach in Margarita Island. The place is gorgeous, has some nice hotels (with good prices), is safe to be around and you can also take a boat to go to Coche Island which it's gorgeous as well and great for kite surf. El Yaque is few minutes away from the international airport at the island.

The best place to go kitesurfing in Venezuela is Isla Coche. Good Wind, flat water and all the amenities in one location. It is a little off the beaten path as far as location goes, but it's not isolated. It offers good stores, rescue (if necessary), instruction and veterans(for those who learn better by watching).
Overall, a very nice package.
