The last one I stayed at were fine and in tube Zone 1. The Novotel Bankside was probably the most convenient location and I managed to get a room for £70 per night. Right next to the River Thames, it's within a couple of minutes walk of The Tate Modern, London Bridge Station, Tower Bridge. It;s also opposite the Vinopolis wine museum around the back of Borough Market.
A bit more expensive MyHotel is right in the centre of the West End on Tottenham Court road and is more of a Boutique style place. about 11 years ago
Indeed, cheap & good hotel is an oximoron in London.
There are plenty of affordable B&Bs / hotels just south of Victoria station, varying in terms of quality though - prices go from 60-80 GBP per double room / night. Several are listed on www.venere.com (they do not charge for reservations and they send booking confirmation by sms within 24 h max).
You can also try this one in Notting Hill or something similar but a double room will set you off some 100 Euro / 70-80 GBP:
