We stayed recently in Istanbul at hotel Ersu and Empress Zoe. Both are in good locations although the Empress Zoe is a more interesting area. Both short walk to Hagia Sophia. We were in the budget room in Empress Zoe which was very small but the hotel is fantastic. Great atmosphere. Ersu was fine but basic. about 5 years ago

It depends on what do you want to see or do in Istanbul. Me, I stayed in istiklal street and I like it very much. There are many shops, bars, and restaurants around. So you can go visit many places that are not around (like haghia sophia, grand bazaar, asian part) in one day and go back to your hotel to rest and go to nearby bar afterwards without having to worry about how to get back to you hotel, cause you can reach it by feet. about 5 years ago
