Looking for a relaxed neighborhood but has cafes, restaurants and good for walking around. Doesn't have to be in the heart of action, but within a 30 minute walk from the highlight spots would be great.

Beşiktaş region is what you need :)
Taksim is the center itself and many hotels there you would be comfortable. Sv boutique is 5 minutes to taksim and good rooms with reasonable prices almost 6 years ago

Sultanahmet. The old city. Very interesting indeed. Short walks to many sites such as the Blue Mosque, Aya Sofia and the Basilica Cistern. Trams not far away. Buy a travel pass for the convenience. Is it called the Istanbul Carte? Not as easy to lay hands on as you'd like, but ask at your hotel. Hotel Artefes was good. Great location and a top breakfast. I'd go back. But there are lots of hotels in Sultanahmet. about 5 years ago

For a relaxed stay, definitely Sultanahmet ,within walking distance of the Blue Mosque, the Hippodrome, Aya Sofia, Topkapi, the Cisterns and even the Grand Bazar. A short tram ride from the Galata bridge. The Hotel Osman Han would be a great choice. However the eating places around there are a bit touristy- I would explore further afield frequented by Istanbullus. Great city, have fun! about 5 years ago
