I guess it really depends on what kind of clothes. There are three very good malls and all three are unique in what they have to offer. Robinson’s in downtown Phuket Town offers an excellent shopping experience of brand names mixed with international affair. The Robinson’s in Silom Bangkok is really good too. Jungceylon Mall in Patong is probably the best of the three malls although the Central Festival Mall on Chafa Road in Phuket is equally good in my opinion. Smaller Thai owned shops offer a lot of selection that you wouldn’t find anywhere else usually at bargain prices. For example there is a tiny dress shop in Home Pro Market in Chalong that is run by a Thai woman and her husband does all the purchasing in Bangkok, Singapore and Hong Kong. We get beautiful dresses for 500 to 750 baht each and my wife gets more compliments on them than her designer wear. Lastly I would recommend Thai markets for a cheap and fun shopping experience. These are outdoor stall based markets that usually set up in one location once a week. The Phuket Night market is the best of these but even the small ones around Rawai and Karon are great.
