We were in Sri Lanka for 6 days in February. We had purchased a sim card in other locations, but for 6 days we felt it wasn't worth it. We also stayed in several guest houses that did not have wifi, so we ended up relying on internet cafes for staying connected. If you are only traveling 14 days and primarily using your devices for connecting with friends and checking email and websites, you might consider not having both devices, unless you have books/movies on the iPad.

We didn't look into sim cards in Sri Lanka so I can't answer that question for you but my thinking is that if you want to stay connected while you're there, a sim card would be better than depending on wifi, unless you're staying at nicer hotels.

Buy a Mobitel sim on arrival at the airport. For US 12 you get half a gig of data plus minutes and texts. Wifi, even in good hotels can be patchy but 3G coverage is good so I'd recommend Mobitel about 5 years ago
