I askd your question to a friend who's a regular visitor to Seoul. here's his reply:
Not exactly pretty (in Seoul) but interesting. Bit like Tokyo i guess. Officially a megacity.. the world's 2nd largest.. with 25 million people. Crowded, smoggy.. but great little local areas.. markets, restaurants, bars and clubs. Friendly people often eager to try their English. Great subway system. Plenty western hotels, but also much cheaper Korean-style inns, even in CBD. Plenty to see and do out of town, and again, great transport system. Bus/coaches are good way to get around. Fast, efficient, clean. Sokcho national park in northweast is great.. also Jeju Island off southern tip ("Korea's Hawaii").. many ancient / archaeological sites.
As you say, very low crime. I was impressed by how industrious people are.. everyone seems to work long and hard. about 7 years ago

Yeah, not as nice as in movies/ tv dramas. Feels alot like tokyo, neon lights everywhere, very modern, full of people. Was more disappointed with jeju than seoul cause jeju always looks amazing on shows, still nice but not what i had expected and rather boring there about 7 years ago

I think Seoul is at its best in the fall with the red leaves. Seoul can be pretty, especially the palaces and in the hills above the city. Ujeongbu and Insadong near downtown are nice. Seoul is a lot like Tokyo for beauty (its there, look for it). The climate is like St. Louis or Washington DC. Things are really improving from what they were 15 years ago, as Seoul has recently benefited from a lot of good city planning, greening, and urban beautification projects such as the Cheyongyecheong stream. If you get into the countryside you will see more beauty, especially if you visit the folk villages or more charming rural areas like down along the coast near Yeosu or Gwangju. Wintertime ski resorts like Muju are nice too. about 6 years ago
