I recommend that when you land you find a car hire place at the airport (any; there are many just outside the main building). Then hire the car and drive the garden route until Port Elizabeth. Once there find the airport and drop the car off there. almost 7 years ago

Booking in advance is always recommended.
Rental companies like Budget, Avis, Europcar, Dollar-Thrifty often have limited options if you just "rock up" at the airport without a reservation.
Their over-the-counter rates are also generally higher than if you book online in advance.
It's up to you if you want to book direclty with your preferred brand (Budget, Avis, Europcar, Thrifty, etc) or via one of their booking agents.
