Geoff, that depends on your nationality. All visa applications have to be made through the ministry in Dakar.
Some nationals are allowed a visa waiver (including US citizens)

and others can get a visa-on-arrival (including Australians)

a visitor visa would be enough but it depends on what country you're from and what you're planning to do in Senegal. It's said in the news that senegalese government is starting visas reciprocity... over 7 years ago
