    The Southern Oscillation Index reached a low point earlier this year and is now trending upwards. This indicates the worst of El Nino has passed and we're heading towards a La Nina phase. As this transition occurs there'll be a fairly lengthy period where the world is in a neutral phase (neither dominant). More details here: http://www.bom.gov.au/climate/enso/
