Yes, at the moment the plan for a "cannabis card" in Amsterdam is still in the planning stage.However a similar ban is already in place in Maastricht (it doesn't apply to Germans and Belgians who live near the border town). Other Dutch towns may follow suit soon.
The reason for the ban is locals are sick of the trouble caused by Cannabis tourists... which implies there's a safety concern about visiting the coffee shops. Be aware that if you're severely drug affected (and you will be, the stuff is really strong) you could fall victim to petty crime or worse. Leave all your valuables locked up in the hotel, and try to stay nice!

Yes you can. But if you buy stuff, start with something mild. Many tourist start with the real strond stuff and end up their whole stay in bed feeling really bad. Take this advice from somebody who never used any stuff (why? I can't see the point in trying), but is a Dutch native, so grew up with information and éducation about drug etc. about 8 years ago
An update on buying "stuff" in coffee shops. The "cannabis card" or " weed pass" system comes into effect next month (May) in the southern part of the Netherlands. Each coffee shop will be limited to 2000 'weed passes' and they are available only to bone fide residents. The law will apply to Amsterdam from mid 2013.
The coffee shops are trying various legal channels to have the law stopped, so this may change. Plus the conservative government which introduced the laws has just been thrown out of office.
But for the time being, the weed pass will come into effect in Amsterdam next year. over 7 years ago
