I have traveled in Mexico solo a few times and I would say the usual precautions apply for any woman traveling solo anywhere. My advice is to always take buses/flights that have her arrive at her destination during the day to better orient and get a sense of the place. not walk alone at night or at least, be sure to always stay in well lit and populated streets. Talk to the hotel staff and get their advice on places to go to, streets to avoid etc. Oaxaca city is lovely and I felt safe there day and night, but again, I stayed away from badly lit or empty streets at night.
In Mexico City, I walked everywhere and even took the subway trains, but again, only during the day. I kept my bag strapped across me and didn't constantly stop to take photos. In Mexico City I would spring the hotel costs to stay at a nicer place in a nicer neighborhood such as Polanco or Condesa or near Parque Mexico, which has great cafes and shops by the way!

When taking taxis, ask the hotel how to tel the difference between a licensed and unlicensed cab (sometimes it is an odd or even ending plate, or color on the plate etc. just ask) and ALWAYS ask the fare before hopping in or insist on putting on the taxi-meter if it isn't a fixed price.

Zipolite is pretty tramelled by gringos so just beware of fellow traveler theft if staying in a dorm or hostel; the usual precautions when backpacking over 8 years ago
