I found this, issued in January this year by the Ibaraki tourism authority - so some may say it's biased, but their sources are well referenced so I see no reason to disbelief - which reports on recent radiation level readings.
It shows the background level of radiation in Tsukuba City was 0.134 micro-sieverts/hr. The average worldwide background level is 0.23 micro sieverts/hr, so it's actually below the average. over 6 years ago
