is purchasing a pre paid SIM card in Italy on my arrival or before leaving the US which is cheaper?

when you buy an italian sim card in Italy you don't have extra costs so I suggest you to buy the sim when you are there. about 7 years ago

Depends. If you want to call localy or others from the US to call you, then Italian one is cheaper (for you).
US card would be cheaper for the US caller, but more expensive for you (but combined it would be still cheaper than option one).
You should check roaming prices for Italy with your operator.
