I have seen and heard rumors of growing tensions between Israel and Iran. Is it safe for foreigners to travel to Israel and if so what should we do in case of an emergency.

Obviously it's impossible to predict accurately what will happen in the future, especially when there are considerable diplomatic efforts to avoid anything terrible. Hopefully everyone agrees that conflict is not worth it.
But given the raised tension and the increased possibility of conflict it is up to you to decide what level of risk you are prepared to accept.
Generally speaking though there is a very high level of security in israel which allows most people to go about their business.
In fact the Israeli government is testing a missile early-warning system that sends geo-located warning text messages to mobiles in the predicted target area, allowing everyone else to get on with their lives.

It'd be a good idea to sign up to that service if you do decide to go.

It is safe to visit Israel in September. As the above respondent noted, Israel exercises a high level of security alertness. I would personally say that this level of security exceeds what travelers and residents alike experience in many European, Asian and North American countries.
Of course, everyone (regardless of location) needs to exercise caution (whether you are going to work or to the grocery store).
In mid-September, the fall Jewish holidays begin. So during this period, check opening and closing times of public places and the running of public transportation. Have a great time. It is an amazing place. about 8 years ago

I would say it's about as safe as being in Manhattan. Many people feel safer in Israel, and safer flying ElAl just because there is so much awareness and security forces that really know their stuff.
Keep away from (Egyptian) Sinai. Not sure who rules there, and it's not the Egyptian Govt'. about 8 years ago

Yes, as an Israeli I believe that September 2012 is considered "still" safe. Rumors are that nothing is going to happen before November, if it all... maybe everything is just a psywar.
We believe that nothing is going to happen.
