I have a connecting flight through new dehli with my final destination being Nepal. Do I need an Indian visa for the 3 hour layover?

As long as you don't need to leave the terminal to make the connection, ie swapping from international to domestic airlines, no.
If you do, you could probably get a transit visa.... depends on which country you are from. almost 8 years ago -
How did you get on with this? I'm doing the same thing in a month? over 7 years ago

Technically, as long as you're not stepping outside the terminal, you don't need a visa. You'll have to stay in the transit area and you'll need to be holding a confirmed onward ticket.
