Germany has had recent brushes with terror fears - in recent months there was an increased police presence around the Riechstag after authorities were tipped off that a terror attack could take place in Berlin, but so far there have been no incidents. However, some arrests have been made.
Germany has scaled back the intensity of their vigilance since February, but remain alert to the possibility that terrorists may plan an attack.
Basically, Germany is just as vulnerable to the surprise threat of terror as any other country in Europe. The very nature of terror attacks is that they are unpredictable. It's just in recent months there has been a heightened awareness.
