Where can I lodge a Working Holiday Visa application within germany

I am an Aussie and have been in Germany for about 2 and a half weeks.
I am looking at lodging a working holiday Visa for Germany but am curious as to where i can lodge the application.
Everything so far loooks like i have to go to Berlin but does anyone know if I can do it in Bonn, or Cologne as I am very close to these? Or Even Frankfurt as that is still much close than Berlin?
