Rotuaari walking street (65.011875, 25.47019) in the city center, with shops, cafe's, restaurants and bars. The Ainola park (65.01810, 25.47566) and North Ostrobothnian museum, Oulu Museum of Art. In the city itself, you'll need to go to Rotuaari (city centre) and the markets. As Antti mentioned, the Ainola Park is quite nice, especially in the summer.
Hailuoto is also a must if you have a car - if going in the summer you take the ferry across. In the winter you can go on the icebreaker and drive back on the ice road.. 9or the other way around)
Otherwise, the Liminka area's nice if you're an outdoorsy kind of person, they've got birdwatching towers and trails. about 7 years ago
