    Yes it is safe. I was there is in March and April, the current government have expanded military presence throughout the country. The locals do not go out at night, after about 6.30-7pm there are very few people on the streets in the major towns such as Santa Ana and San Salvador. Most hostels provide very good kitchen facilities, in smaller resort towns such as El Tunco, it is safer but don't walk along the beach at night. Take the usual precautions and everything will be fine. I can highly recommend Casa Verde in Santa Ana, it's one of the best hostels I have ever stayed in. An extra note, all men and women in El Salvador wear jeans, so for females keep conservative dress, especially when on local transport to avoid too much attention.
