You don't say why you were turned down by OFAC but if you are applying for a license, it can be difficult to say the least.
I recently went on a humanitarian license held by www.echocuba.org. You will be limited in the time you can spend there and have to abide by the regulations but you probably already knew that.
If you decide to go through Costa Rica or any other place, use either Taca or Copa airlines. Don't use Cubana unless your affairs are in order since they have a very poor safety record. With either of those airlines, you can buy your ticket on line.
If you don't have a place to stay, I strongly recommend a casa particular. They are low budget B&Bs and that is where I always stay. Not only does it help the casa owner but you get to know the locals much better.
