Roger, Colombia has a reputation that's out of date with reality. Safety in Colombia has improved way out of sight since the bad old days 20 years ago. As long as you stick to the tourist destinations and exercise reasonable care you'll be fine. It is the hot new adventure/backpacking destination.
Worldnomads.com has some safety tips for Colombia here:

which will probably answer all your questions. There are some proboem areas but generally you should be okay if you're not careless or silly.

The answer depends on where you go? I have been living in Colombia for more than five years. I have spent most of that time in Medellin and other parts of Antioquia. But, I have traveled to Nuqui on the Pacific coast, spent time driving from Cartagena to Rioacha, and have lived in Bogota off and on for more than 20 years. Colombia, as a whole, is much safer today than anytime in it's modern history. But, you still need to be careful just like any place where you are not a local. almost 7 years ago
