    Without knowing the details of your trip it is hard to say. I suggest contacting the tour company before you go and making sure your travel insurance covers a cancellation of tours due to natural disasters and the like.

    From reports I have read, it has mainly affected farmland areas on the outskirts of Beijing. The problem appears to be due to drainage and inadequate infrastructure in a flood prone region. So, I am making an educated guess that a cruise on a river would not be affected by this incident.

    I agree 100% with the previous answer and would add: there's been a typhoon which crossed through the area last week bringing more heavy rain. These events pass, so the situation should be quite different in another week's time (unless there's another typhoon). Check one of the world weather sites and again, talk to your tour provider.
