Avoid the U.S. side entirely...it's one big yuck. Stick with Niagara on the Lake...quaint little town! Take the Cave of the Mist Tour...it's a self-guided walk up to one of the falls. The IMAX movie is decent. There's a butterfly conservatory on the Canadian side as well...we never made it because I forgot our darn passports, but I heard it was good.

Niagara-on-the-Lake is a lovely town, great for stopping for lunch or shopping. If you're into theatre, they have the Shaw Festival. You can take a whirlpool jet boat tour of the Niagara River that's pretty exciting.
Re Niagara Falls (Canada), the Maid of the Mist Boat Tour travels right under the Horseshoe Falls and is worth taking. You could also try the Spanish Aero Car that travels across the whirlpool rapids. If you're into gambling, there are two casinos, but Fallsview Casino is the nicest. You can park at Fallsview Casino for free if you gamble there. Niagara Falls has a Marineland and a butterfly conservatory within about a mile of the falls. There's a half decent outlet mall on Lundy's Lane (Canada One Factory Outlets).
