Tough,as they are both nice and fit the criteria. To me Quebec is historic and a slower pace. Montreal is larger, more vibrant and may have more going on for music / art food and culture for all tastes. No shortage of outdoor either anytime of year. The Canal du Chine is fun to bike/ hike or rollerblade, and Mont Tremblant is about an hour away. almost 7 years ago
I have visited both cities multiple times..
Food: Both have very fine cuisine..
Architecture: Quebec City by far .. Quebec City was founded 403 years ago...
Music: Depends.. Music festivals in both cities..
Outdoor fun: Slight edge to Montreal

Montreal is a pain in the ... because of the traffic.

I have visited both and each city has it's own charm. I prefer Old Montreal, fantastic shops, great bistros with outdoor dining. I would suggest parking your car and taking the subway system. It is so easy to use and quite affordable .
Quebec city is so historical, again Old Quebec is like stepping back in time. Wonderful bed and breakfasts, food to die for....shopping is so eclectic, there is something for everyone.
My husband and I stayed in Montreal for the Formula 1 race and drove to Quebec city. Both cities are very friendly and cater to tourists. A must see and can be very affordable if you do your homework ahead of time. almost 7 years ago
