Yes, you can apply for a visa at the Burmese embassy in Phnom Penh. However, this embassy has a reputation for being the slowest in all of southeast Asia (and therefore possibly the slowest worldwide) when it comes to processing visas. It can, apparently, take two weeks to do so.

Nowadays Myanmar visa can get within only 2 days. It may be slowest embassy in worldwide in past but not now any more. According to developing policy and regulation, it has changed a lot compare with some south east Asia countries. Everyone who have been to Myanmar, they reginized as warmly hospitality, firm culture and religious and generous and wonderful places with best scineries and glittering pagodas all over Myanmar. Now even wastern country such as America invest for its business changing starigies. I hope all national people love and maintain its reputation without insaulting and gossip to other.
