A lot of questions: do you have a wifi or 3G pad? If 3G, is it AT&T or verizon?
For international travel, an AT&T iPad is more likely to be adaptable to microsims from other countries. If that is the case, for example, different service providers like Base, T-mobile, etc. sell prepaid sim cards in Europe. Insert the card, activate it, and you have normal 3G access. European sims cards are much less expensive than trying to travel using international rates on your US plan.
If you have a wifi iPad, you can either go to a free or paid hotspot (turn on wifi under settings) OR some phones or mobile hot spots work as a wifi connection for the iPad. about 5 years ago
