Talley, like all areas popular with tourists there are the usual problems with petty crime, so look after your valuables. There're also some problems with people drinking too much and getting 'untidy' (causing disturbances or fights), and there are those who will take advantage of the inebriated. The 'usual stuff'. But I suspect you mean is it safe in regard to the drug war going on? The narco-terrorism is terrible, 38,000 dead in the past year... but how many of them were innocent tourists? The figures are hard to get, but I've been keeping a close watch for a year or so now, and by my count genuinely innocent by-stander tourists caught in the crossfire amounts to about 6.
    That's 6 out of 10 million visitors a year.
However, don't be blase about where you go and when, there's no point in asking for trouble. Obviously stay well away from drugs and drug deals (which is probably why Texas had that spring break warning for college students) and the chances are you won't see any sign of the troubles that are wracking then country.
There's definitely then potential for trouble in Mexico - if you go looking for it, so don't.
