A late reply as I have been planting rice. There are places to eat at many temples within Angkor. The prices are higher because they have to pay money to the Angkor Wat Trust/Apsara land for rent and services. If price is a concern, take your own food and drink from Siem Reap. But there are many places to eat close to the temples. about 10 years ago
Yes - you can get a boat from Phnom Penh to Siem Reap. Buses are the more popular and cheaper way to travel and the fast boats are not used by locals much any more. Many tourist use the boat now. Costs are from $20 up - the bus is only $6 about 10 years ago
There are plenty of buses traveling from HCM to PP. The journey takes about 6 hours. Costs from $10usd The visas are for sale at the border on arrival to Cambodia for tourist ($20usd) and businessman ($25usd). You have Vietnam visa before to go to HCM from overseas. Check if you can return to Vietnam as new visa needed if only one entry. Easy to get visa from travel agent in PP if needed - 3 days wait. Are you going on to Thailand? over 10 years ago
