Hi Steve! I think it depends on what type of atmosphere you're looking for. If the social scene and culture is super important at first you may opt for Melbourne or Sydney because they are larger. I chose a smaller town on the coast (Ballina) when I traveled there. Although I found a job there, two of my friends did not. I would say take no less than $1,200 if you're going alone and not on a program. I also did a day tour in Cairns with about 3 dives. I HIGHLY recommend renting an underwater camera for taking photos while diving -- BEAUTIFUL! I always describe it as like being in the Little Mermaid movie. :) about 7 years ago
