Not so sure about SGD-AUS$ exchange rate, so can't help you there. But for your Manila stay, stick to mainstream places and you should be fine. Restaurants serve filtered water, or you can always ask for bottled ones. If you're feeling adventurous, street food is generally ok to eat but choose good, clean places. Currency used is Philippine Peso. You'll have to get your Australian dollars changed to pesos where the exchange rate is about 44 PHP to 1 AUD. Is your Manila trip for leisure?
