The Hotel Pennsylvania is central - right across the street from Penn Station. Relatively cheap. It's historic and dated in several ways (read that not the most modern and fancy) but clean and within walking distance to lots of things (Times Square, Empire State Building, etc.) about 8 years ago
L'Osteria is a personal favorite. Great food for relatively cheap. Family run. Excellent. The best Italian food we've had this side of Pescara. Of course, you'll want to follow up dinner with a pastry from Mike's. I've heard that Modern Pastry across the street and down a block has better canolis, but I'm a sucker for the lobster tail at Mike's. about 8 years ago
